Impact of citizen participation and project management on the effectiveness of municipal management in rural areas

Resumen

Citizen participation plays a crucial role in the process of interaction between citizens and municipal project management. However, there is currently an apparent lack of interest on the part of citizens to become actively involved in the management of projects in their respective jurisdictions. The main objective of this research was to analyze the influence of citizen participation in the effective implementation of project management at the municipal level. The study adopted a quantitative, applied approach, with a non-experimental, cross-sectional, explanatory-causal design. The research population consisted of 128 inhabitants of the province of Lucanas, in the department of Ayacucho. Among the most salient findings, it was identified that 26.6% of the participants perceive a low level of citizen participation in project management, while 52.3% consider it to be of medium level. Only 7.8% perceive a high level of participation and management in their municipalities. The results of the ROC curve confirmed that project management and citizen participation have a significant and positive impact on municipal management, reaching areas under the curve of 75.2% and 69.1%, respectively. However, the data also showed that only 8.6% of citizens perceive a high level in these variables, while 91.4% report medium or low levels. These findings reflect the urgent need to implement strategies to strengthen planning, execution and transparency in municipal projects, ensuring a more active participation of citizens to reverse this situation and improve the impact of public management in rural communities.
