Territorial strategy for climate change adaptation and mitigation in the municipality of Tona, Santander, Colombia.

Resumen

Global development and transformation is based on the use of natural resources, which in addition to benefits, has historically accumulated pollution and environmental impacts. The industrialization process and the massive use of fossil fuels have altered the planet's natural greenhouse effect, generating, among other things, climatological changes. The municipality of Tona, in the department of Santander, is part of the Colombian Andean territory identified with sensitive conditions to be affected by this climate change, hindering the living conditions of the population and affecting biodiversity, ecosystems of special significance, water dynamics, productive capacity of soils, agricultural, livestock and productive activities in all aspects, which makes necessary an integral management strategy that structures the guidelines, actions and investments to strengthen the territory and the communities. Methodologically, three stages were worked on, starting from identifying the aspects and variables that have been recognized from the international sphere as alterations of climate change on the territories and communities; in the second phase, this information was taken as a basis of analysis to recognize the threats, risks and vulnerabilities suffered by the municipal territory, analyzing the guidelines of risk management and climate change in Colombia, organized methodologically to recognize their levels of affectation and their prioritization; with which in the third phase, intervention strategies are proposed in the territory and in the communities. The research process concluded by highlighting the territorial aspects of greater sensitivity to climate change, biodiversity, availability of resources and mechanisms of access to them, as well as the political and administrative territorial organization and active citizen participation for improvement. The proposed strategies contemplate short, medium and long term goals, in order to allow the protection of the population and their way of life, according to the changing conditions of the global, regional and local environment.
